Site-Specific Art: Work Made for a Place It Cannot Leave

In the summer of 2026, visitors to the Neue Nationalgalerie in Berlin walked through the museum's sculpture garden and found themselves inside a cloud. Fog rolled in from opposite sides of the 90-meter-long garden, drifting between trees and sculptures, obscuring and revealing the glass-and-steel architecture of Ludwig Mies van der Rohe's building. The fog was not weather. It was art. Fujiko Nakaya, a Japanese artist who had been making fog sculptures since 1970, had installed nozzles throughout the garden that released pure water mist at regular intervals. The installation, on view through October 25, 2026, had no fixed form. Wind, humidity, temperature, and the movement of visitors continually altered its shape. Every activation was different from the last. And it could not be moved. If you installed the same nozzles in a different garden, you would get a different artwork. The piece was made for that specific place, and it exists only there.

Site-specific art is artwork created for a particular location, where the location is not a backdrop but a constitutive part of the work. The physical features, history, social context, and sensory qualities of the site are integrated into the artwork's meaning. If the work is moved to a different location, it becomes a different work, or it ceases to be a work at all. Site-specific art emerged as a recognized practice in the late 1960s and has since become one of the dominant modes of contemporary art, encompassing installation art, land art, public art, and performance art.

What Is Site-Specific Art?

The artist works with the architecture, the history, the light, the acoustics, the social function, or the environmental conditions of the place as raw material for the artwork. This distinguishes site-specific art from most other forms. A painting can be hung in any gallery. A sculpture can be placed on any pedestal. A site-specific work cannot be relocated. Richard Serra's Tilted Arc (1981), a 120-foot-long curved wall of Cor-Ten steel installed in Federal Plaza in lower Manhattan, was site-specific in this strict sense. Serra testified that the work was designed for that specific plaza, that its curve responded to the flow of pedestrian traffic, and that moving it would destroy it. A federal court disagreed, and the work was removed in 1989 and stored in a warehouse. It was never reinstalled. Serra considered the removal the destruction of the work, not its relocation.

Origins: From Gallery to Land

Site-specific art emerged as a deliberate practice in the late 1960s, partly as a rejection of the gallery system. The gallery wall is neutral, white, and interchangeable. A painting hung on it can be moved to any other white wall. Artists who wanted to make work that could not be commodified, transported, and sold began making work that was physically attached to specific places.

Robert Smithson (1938-1973) was a central figure. His Spiral Jetty (1970) is a 1,500-foot-long coil of black basalt rock and earth extending into the Great Salt Lake in Utah. The work was submerged by rising lake levels in 1972 and remained underwater for thirty years. It re-emerged in 2002, covered in salt crystals. The work's appearance changes with the water level, the salt deposits, and the light. It cannot be moved. It cannot be sold. It cannot be placed in a museum. Smithson's contemporary Carl Andre (b. 1935) made floor pieces that were site-specific in a different way. His Equivalent VIII (1966), consisting of 120 firebricks arranged in a flat rectangle on the floor, was not attached to a specific outdoor site but was site-specific in the sense that it responded to the architecture of the gallery floor. The bricks lay directly on the ground, eliminating the pedestal and making the floor part of the work. When the Tate acquired the piece in 1972, the British press attacked it as a waste of public money, and the work became a flashpoint in debates about what counts as art.

The practice also drew on the work of earlier artists who had engaged with specific places. Earthworks by artists like Isamu Noguchi, who designed playgrounds and landscapes in the 1940s and 1950s, prefigured the site-specific turn. But the theoretical framework came later, through the writings of Smithson, the critic Lucy Lippard, and others who argued that art should respond to its physical and social context rather than pretending to exist in a neutral void.

Robert Smithson (1938-1973)

Smithson's Spiral Jetty (1970) is the most famous site-specific artwork. Built from 6,650 tons of black basalt and earth, the jetty extends into the Great Salt Lake at Rozel Point, Utah. The site was chosen for its red water, caused by bacteria and algae, and its industrial ruins from abandoned oil drilling. Smithson made a film about the work that is itself site-specific, with shots of the spiral from a helicopter and a voiceover describing the formation of the landscape. Richard Serra (1938-2024)

Serra's Tilted Arc (1981) is the most controversial site-specific artwork. The 120-foot-long, 12-foot-high curved wall of Cor-Ten steel was installed in Federal Plaza in lower Manhattan. Office workers complained that it obstructed their path across the plaza. A public hearing was held in 1985, and a federal jury voted to remove the work. Serra sued and lost. The work was cut into three pieces and stored in a Brooklyn warehouse in 1989. Serra's testimony that "site-specific works are created for a particular site and cannot be relocated" became a defining statement of the practice. The removal of Tilted Arc is the most documented case of a site-specific work being destroyed by institutional decision.

Mierle Laderman Ukeles (b. 1939)

Ukeles became the first artist-in-residence at the New York City Department of Sanitation in 1977, a position she still holds. Her Manifesto for Maintenance Art 1969! proposed that maintenance work, which is typically invisible and gendered female, should be treated as art. Her Touch Sanitation (1978-1980) involved shaking hands with 8,500 sanitation workers across New York City and saying "Thank you for keeping New York City alive." The work was site-specific not in the sense of being attached to a single location but in the sense of being inseparable from the social and institutional context of the New York sanitation system.

Fujiko Nakaya (b. 1933)

Nakaya has been making fog sculptures since 1970, when she enveloped the Pepsi Pavilion at the Osaka World Expo in an artificial fog. Her fog installations use high-pressure nozzles to release pure water vapor, creating clouds that respond to wind, temperature, and humidity. Each installation is site-specific because the fog behaves differently in every location. The 2026 Berlin installation at the Neue Nationalgalerie was not a reinstallation of a previous work. It was a new work made for that specific garden, that specific architecture, and that specific climate.

James Turrell (b. 1943)

Turrell's Roden Crater (ongoing since 1977) is an extinct volcanic crater in Arizona that Turrell has been converting into a naked-eye observatory for celestial events. The work consists of tunnels, chambers, and viewing apertures cut into the crater that frame the sky, the sun, and the stars. It is one of the most ambitious site-specific works ever attempted. Turrell has said that the work will never be finished, only opened in phases. The crater is not a container for the artwork. The crater is the artwork.

The Evolution of Site-Specificity

The concept of site-specificity has expanded since the 1960s. The art critic Miwon Kwon, in her 2002 book One Place After Another: Site-Specific Art and Locational Identity, distinguished between three phases. The first phase, in the late 1960s and 1970s, was phenomenological: the work responded to the physical and sensory qualities of a specific location. The second phase, in the 1980s, was institutional: the work critiqued the social and institutional frameworks of the site, drawing on institutional critique. The third phase, from the 1990s onward, was discursive: the work addressed a broader set of social, political, and cultural issues that extend beyond the physical site, making "site" a concept rather than a place.

A 2026 doctoral dissertation from Leuphana University defined site-specific multimedia performance as a distinct art form that has been "systematically overlooked" by the disciplines that come closest to addressing it. The dissertation traced the history of the form from the late nineteenth century to the present, drawing on primary sources from the United States, Canada, Europe, and East Asia, and proposed the first sustained scholarly framework for the form. A 2026 study published in Forum+ explored site-specific artistic creation as a dynamic process of immediate connection with place upon arrival. The study examined the Liminal Lab project in Kirkenes, Norway, investigating how contemporary artists function as facilitators within a collaborative framework, engaging with human and more-than-human actors. How to Experience Site-Specific Art

Site-specific art cannot be fully experienced through documentation. A photograph of Spiral Jetty shows a spiral in a red lake. Being there shows the scale, the crunch of salt under your feet, the smell of the water, the heat, the wind, the drive down a dirt road past abandoned oil rigs. The physical experience of the site is part of the work.

When you encounter a site-specific work, start by observing the relationship between the work and its surroundings. How does the work respond to the architecture, the landscape, or the social context? Serra's Tilted Arc forced pedestrians to walk around it, changing the flow of bodies through the plaza. Nakaya's fog sculptures make the air visible, turning the atmosphere into a sculptural medium. Turrell's crater frames the sky, making the sky itself the artwork.

Next, consider the history of the site. Many site-specific works engage with the social or political history of their location. Mierle Laderman Ukeles's work with the sanitation department is inseparable from the labor history of New York City. Smithson's Spiral Jetty is inseparable from the industrial ruins at Rozel Point. The site is not empty space. It is layered with use, memory, and meaning.

Finally, think about what happens when the work is gone. Site-specific works are often temporary. Nakaya's fog lasts only as long as the nozzles are running. Performance works last only as long as the performance. The impermanence is part of the meaning. The work existed in a specific place at a specific time, and the fact that it cannot be preserved, owned, or relocated is what makes it site-specific.
